Job Summary

The Director of Information Systems, Technology, and Innovation is responsible for the design, development, and implementation of organisational information systems, software applications, and IT support and infrastructure systems. The role directs and manages IT plans, schedules, policies, and programmes for the University’s data processing, network communications, business operations, telecommunication systems, computer services, and management information systems, in alignment with established institutional goals and objectives.

The Director also spearheads strategic partnerships and implements innovative programmes and events that support sustainable technological infrastructure across the University. Additionally, the role provides leadership to customer service and client care functions to ensure effective and efficient service delivery throughout the institution.

Duties and Responsibilities

Implement recommendations as outlined in the UCC Strategic and Operational Plan and other approved initiatives, with emphasis on the following areas:

  • Provide leadership and strategic direction for Information Systems and Technology, UCC Online, and project teams, managing ICT resources across the University.
  • Oversee resource allocation, project prioritisation, and associated operational risks.
  • Establish training protocols and standard operating procedures to increase ICT efficiency and responsiveness.
  • Develop systems to support the adoption of technological improvements and best practices.
  • Establish cooperative agreements and partnerships with higher education institutions and other organisations.
  • Conduct risk assessments and recommend corrective actions where necessary.
  • Drive innovation and business development best practices while maintaining governance controls.
  • Review and amend internal protocols to ensure high availability of all core systems and platforms.
  • Oversee memoranda of understanding and agreements for academic, corporate, and external partners.

Manage and Monitor Primary Services

  • Extend IP-PBX telephony across managed VPN networks to reduce operational costs.
  • Revise wireless access controls, including migration to user-based authentication and directory integration.
  • Review server and firewall access to ensure valid licences, certificates, and secure configurations.
  • Review security and authentication protocols for ERP and CRM platforms.
  • Liaise with local and international service providers to resolve connectivity issues.
  • Diagnose and resolve issues related to network cabling, printers, copiers, scanners, and related systems.
  • Provide redundancy solutions for servers supporting directory services, file storage, and applications.

Manage and Monitor Secondary Services

  • Oversee administration of Primary Domain Controller servers and services, including Active Directory, DNS, and DHCP.
  • Manage domain policies relating to user security, passwords, removable media, antivirus, and document controls.
  • Oversee email server services, including spam prevention and blacklist compliance mechanisms.

Manage and Monitor Tertiary Services

  • Establish and maintain Network Attached Storage systems for secure on-site and off-site backups.
  • Review system performance and recommend procurement of hardware upgrades or replacements.
  • Submit strategic recommendations to improve efficiency, cost management, and business continuity.

Provide IT Support Resources

  • Support procurement and administration of equipment for both remote and on-site operational environments.

Campus, Branch, and Facility Installations

  • Oversee outsourced contractors responsible for network, electrical, and technology installations across campuses and facilities.

Required Qualifications and Specialised Skills

  • Expert knowledge of information technology and cyber security in complex organisations.
  • Working knowledge of project management methodologies for large-scale technology initiatives.
  • Experience managing complex budgets and achieving financial targets.
  • Strong customer service orientation for internal and external stakeholders.
  • Excellent interpersonal, communication, and collaboration skills.
  • Proven leadership in innovation, organisational development, and change management.
  • Ability to implement strategic plans and deliver measurable outcomes.
  • Experience securing external funding, grants, or partnership support.
  • Ability to maintain confidentiality and articulate complex policies clearly.

Minimum Qualifications and Skills

  • Master’s degree or advanced qualification in Information Technology or a related discipline.
  • Relevant professional certifications (e.g., CNA, CCIE, CCNA, IEMP).
  • Experience working in a large, complex institutional environment.
  • Knowledge of education and technology-related policies and legislation.
  • Demonstrated experience implementing large-scale technology and innovation projects.

Experience

A minimum of ten (10) years of progressively responsible professional and leadership experience, including senior management roles delivering information technology services and programmes.
